Nizam al-Mulk’s Siyasat-Nama is a work that presents guidance and recommendations on rules, customs, and principles of governance. For this reason, the book has long been read primarily as a political text, and most studies have focused on its political dimensions. One important aspect of Nizam al-Mulk’s thought, however, is his understanding of ethics in governance, which this article examines as a continuation of his political vision. The central question of the present study is whether, according to the Siyasat-Nama, the ethics to which rulers, subjects, and officials must adhere is grounded in religion and Sharia, or in common reason and rationality. By analyzing the text, this article argues that Nizam al-Mulk regards religiosity as a foundation of ethics and as essential to its very nature. At the same time, he seeks to preserve both religious authority and political order. When tension arises between Sharia-based ethics and common human ethics, his approach tends to prioritize religious commitment and the ideal of just rule.
