The implementation of an ethical system in the behavior of artificial intelligence systems does not only require abstract intelligence, but requires a special form of human and artificial intelligence. Intelligence can be considered as a system that has an internal structure and a structural hierarchy corresponding to the moral system. Artificial intelligence agents have distinct behavior and characteristics such as individuality, complexity, specialization, stability and self-management, etc. Applying such features does not necessarily require efforts to design, build and train human-like machines. The human moral code is irreparably flawed: it is the ethics of preference, accountability (not responsibility) and lack of freedom that cannot be compensated for by inventing ethical systems, circulating ideal values, and teaching ethics (even computer education). But such a flawed ethics for institutionalization requires complete tools: the application of special logic areas; efficient psychological theoretical and practical achievements that give not only intelligence but also conscience and even soul to the machine; Comprehensive technical tools to complement objective decision with subjective decision. Machine ethics can/will be of the highest quality, because it is adapted from science, formed with modeling techniques and realized with technologies.
